مدیریت و برنامه ریزی شهری

برنامه فوق لیسانس مدیریت و برنامه ریزی شهری در دانشگاه آلبورگ ،داوطلبان این رشته را از طریق ادغام علوم مهندسی و علوم اجتماعی برای درک و انطباق با چالش های توسعه شهری در قرن 21 توانمند می سازد.مدیریت چالش های برنامه ریزی و خط مشی شهری در عصر جهانی شدن نیازمند یک رویکرد بین رشته ای است که بایست دانش های فنی ،اجتماعی،اقتصادی و زیست محیطی  با یکدیگر ترکیب شوند.آینده توسعه شهرها و مناطق شهری مستلزم شناخت برنامه ریزان و سیاست گذاران شهری از روندهای توسعه جهانی همچنین هویت ها و زمینه های محلی و منطقه ای است.این امر نیازمند خلاقیت ،مهارت و دانش فنی-اجتماعی  برای پیش بینی ،برنامه ریزی و مدیریت تحولات شهری است که از اهداف توسعه اقتصادی ،اجتماعی،دموکراسی و بوم شناختی حمایت و پشتیبانی می کند.

Semester 1
Theme: The complex city
The semester takes its point of departure in the ongoing processes of change that marks Western cities and urban agglomerations at the turn of the new millennium. The ability of cities to attract investments and labour are increasingly shaped by the interplay of local and global forces. Also, the changes in the infrastructures within and linking cities must increasingly be seen in a local-global perspective. Internationally these tendencies are described under the headings, among others, of ‘splintering urbanism’, ‘polycentric urban developments’, ‘urban sprawl’. At the end of the day the common denominator is that contemporary urban development more than ever is characterised by complexity.

The semester of the ‘complex city’ is thus devoted to understanding and assessing the complexity of the multiple forms of transformation of urban land use and transport infrastructure. Special emphasis is put on the behavioural, welfare related, distributional, environmental and economic consequences of such transformational processes. In the project oriented group work the students are asked to evaluate a recent strategy or plan related to a specific aspect of urban development; this could be, among others, building activity, town green areas, transport infrastructure, public services.

Courses at the 1st semester:

  • Localisation and the Development of Cities and Regions (2 ECTS) The spatial location of economic activities, clustering and outsourcing, the role of cities in regional development, internationalisation and globalisation, the creative economy and the creative class, processes of urbanisation, global urban structures, the localisation of retail in towns, the localisation of offices, industries and housing in towns, the impacts of globalisation on cities.
  • Urban Development and Liveability of Cities (2 ECTS)
    Lectures and activities in the course will focus on the following topics: To study, understand and define the city; The city as a physical environment; “Downtown” planning and implementation strategies; The city as a social environment; The city as an economic environment; The city and the mobility paradigm; Physical planning and its new challenges; The contours of the global city; Regeneration and urban renewal; Housing and urban development in the third world.
  • Thematic Seminar: The Complex City - in Theory and Practice (2 ECTS) The seminar gives the students insights into contemporary urban theory, using specific examples of complex urban development. Currently the first part of the seminar is a study circle on Graham & Marvins' 'Splintering Urbanism' (2001) where the students participate actively by giving oral presentations of chapters from the book. In the second part of the seminar, professional practitioners are invited to present cases on urban planning and management; it will also include excursions and field trips.
  • Feasibility Studies (2 ECTS) The course provides insights into the interplay between public regulation, innovation and socio-economic feasibility studies. It gives the students hands-on experience of how to conduct a feasibility study and make use of the study in the design of public regulation and public strategies of technological innovation. In the course, a number of tools and methods for socio-economic feasibility studies will be introduced and practised. This includes cost-benefit and cost-effectiveness analysis for project design, monitoring, quality control and evaluation of projects.
  • Research Methodology (2 ECTS) The aim of the course is to enable students to collect, analyse and interpret empirical data and other sources of information related to urban planning projects; quantitative as well as qualitative methods are also introduced.

Semester 2
Theme: Planning and Power
Taking its point of departure in the notion of contemporary urban development being affected by increased complexity and new local-global transformation processes, this semester’s theme is the issue of power and conflict within urban planning and management. Leaving aside the idealised notion of urban planning and management as something neutral or inherently consensus based, the theme deals with real life issues of: who decides? Who gains and loses? And by what strategy is urban development performed?

Students will gain insight into the power realities of urban planning, drawing on planning theories focusing on power and rationality. During the semester each project group conducts an in-depth power analysis of a topical, national or international urban or infrastructural development project. The aim is to understand and analyse the tension between planning intentions and reality, between vision and real life implementation. The analysis is performed using concepts like manipulation, illegitimate coercion, and exclusion of relevant actors and stakeholders. Of special interest is the role played by urban planners and managers. The aim of the analysis is to prepare strategies for improved practice within a topical case.

Courses at 2nd semester:

  • Urban Theory & Power (2 ECTS) The course introduces the themes of urban development, planning and management from a power based perspective. Through an insight into social, political, economic, and cultural conditions the students will gain a theoretically based understanding of the city as well as making proposals for urban planning interventions. Thus asking and answering questions such as: Whose city? Who governs? Who gains and who loses?
  • Planning Theory, the Role of Planning and Planning Ethics (2 ECTS) The course gives the students a profound understanding of the societal role played by urban planning. Furthermore the aim is to provide students with different descriptive and normative theories about the planning procedures and the ethical considerations accompanying any planning activity. The course contains classical planning theories as well as more contemporary contributions. It will focus on the tasks, the processes and the results of urban planning.
  • Thematic Seminar: Power Workshop (2 ECTS) This workshop gives the students insights into the real-life mechanics of power in planning practice. The contents of the workshop are case based seminar activities including role-play and theoretically based reflections upon the cases studied. Students' participation is compulsory in the active unfolding of the workshop.
  • Theories of Science (2 ECTS) This course enables the student to reach an understanding of the main positions within the epistemology (theory of knowledge) of the social sciences and engineering, as well as the application of these to planning research and practice. The students will be trained in evaluating the adequacy of different perspectives on knowledge and science in relation to planning.
  • Policies, Institutions and Discourses (2 ECTS) This course gives the students a profound and operational understanding of the way in which policy and planning are embedded in multiple institutional settings, along with economic interests, power relations and discourses. As a part of this process the students should develop the skills of analysing real life policy using theories of political economy, institutions and discourse theories in an operational way.

Semester 3
Traineeship, study abroad or “prolonged project period”
This semester will provide the student with the option of applying the theoretical and methodological knowledge gained during the 1st and 2nd semesters into practice in real life situations in Denmark or abroad. This could take form as a traineeship within
a private planning consultancy firm, a public planning department or a private NGO. An alternative option is to enrol at another (Danish or foreign) university in order to undertake a semester’s study there.

Finally there is an option for adding the 3rd and the 4th semester into a ‘prolonged project period’, if for instance the research question demands more time and energy for collecting data or conducting field studies.

Semester 4
Masters Thesis preparation
In the final semester the main focus is on the writing of the Masters thesis. Students work individually or in small groups, under the guidance of supervisory staff. The Masters thesis, being the highest level of work undertaken, should aim at synthesising theories and methods in order to perform a potential solution for real life urban planning and management problems
